I am writing to you personally to address a matter of great urgency and to bring to your attention a matter of growing concern of mine and that of many Canadians. In the annual Canadian UFO Survey of 2003 it has been documented that well over 4300 UFO sightings have been reported since 1989 in Canada. The survey is at: http://ufocanada.net/canufosurvey/ In 2001 and 2002 alone over 350 each year have been reported in Canada. In 2003 a record amount of 673 reports were submitted. Interestingly these Canadian sightings represent only a fraction of global sightings. In the last 4 years alone sightings have increased a staggering 350%. Citizens of Canada are seeing and reporting sightings of anomalous objects in unprecedented numbers as demonstrated by the Canadian UFO Survey. Also many Canadians are unaware that as far back as 1951, the Canadian Government was directly involved with the development of a form of electro-magnet technology based on 'flying saucer' research conducted in the United States of America. (Declassified Top Secret Memoranda references are available below.) It is clear that no public action to investigate or deal with these occurrences has ever been undertaken by the Canadian government even though many of these events may represent substantive evidence that UFO sightings are of unknown origin and catalogued by both NORAD and the RCMP. It is also becoming clear that airline, military and private pilots as well as air traffic controllers continue to report sightings of crafts which perform unusual maneuvers and display controlled, highly intelligent flight characteristics such as close proximity pacing of airliners, near-miss incidents and other extremely strange maneuvers around aircraft. It is also well documented that aircraft navigation and radio equipment have been affected by electromagnetic influences from these unidentified craft. This raises serious questions about airline passenger safety when pilots are forced to initiate radical collision avoidance maneuvers. An expert scientific report exists attesting to actual pilot testimony in this regard. It has also been documented that Canadian Air Force jets have been scrambled to investigate UAP (unidentified anomalous phenomenon). You may be aware that many worldwide organizations and several governments have publicly expressed a serious interest in the phenomenon of UFOs. The Belgium military is on record as having stated that these craft are of unknown origin i.e. they do not originate from any known Earth technology. Recently in an astounding and unprecedented move, the Mexican government has handed over evidential airborne military surveillance video of up to 11 unidentified craft to the media. This is a global event of prominent significance. Legitimate international government acknowledgement and recognition of this phenomenon is most certainly motivation enough for Canada to act now. In most of these events, meteors, weather balloons, ball lightning, experimental aircraft and other natural phenomena have been ruled out leaving unanswered and perplexing questions about these unexplainable events. There has been a recent movement to acquire answers from elected officials, Ministry of Defense and Transportation authorities and Federal aviation officials about the policies, directives and assembled information concerning what is generically called unidentified flying objects in Canadian DND CIRVIS reports. *(See below).
1. Are you aware of this phenomenon? 2. If no, are you willing to acquaint yourself with the data and many questions surrounding this most provocative issue? 3. If you are not familiar with this phenomenon, are you willing to submit to the Ministers of Defense and Transportation during question period on the floor of the House of Commons the specific questions below concerning this issue which direct the Ministers to seek and present answers with regard to the following: -What is the official position of the Canadian government, its armed forces and CSIS on the phenomenon of unidentified aerial phenomenon? -What is and has been the frequency with which Canadian air traffic controllers, military, commercial and private pilots formally report unidentified aerial targets? -What NORAD reports exist concerning unidentified craft in the jurisdiction of NORAD surveillance? -What current and historical documentation about this phenomenon exists in government archives? 4. If you are familiar with this issue, are you willing to pursue, during question period on the floor of the House of Commons with the appropriate government Minister(s), answers to the issues outlined above and the two following critical issues: -The open presentation on the
floor House of Commons of all documents relating to CIRVIS (Communications
Instructions for Relating Vital Intelligence Sightings) made by pilots.
These CIRVIS documents relate to directives by the Department of National
Defense to all pilots in Canadian airspace. Included among the list
of events requiring a CIRVIS report by pilots is: unidentified flying

No. 57, Effective 0901Z May 1999.] -It is apparent that these craft of unknown origin possess highly arcane and advanced propulsion systems. Research by several scientists reveals that the energy used to propel these craft is based on electro-magnetic, anti-gravity or some other form of energy not known to or available to us at present. These forms of energy possess the potential capacity to permanently eliminate the need to utilize all forms of fossil fuels. Some scientists feel that if these new sources were fully investigated it would end the reign of the highly polluting and devastating fossil fuel usage on the planet. This possibility, if left unexamined by our finest scientists and leaders would indeed amount to gross negligence, especially in light of the current energy dilemma in Canada and geo-politically throughout the globe. It is my sincere belief and expectation that you, as an elected representative, have a fiduciary responsibility to raise the critical import of the issues in Parliament and request a full inquiry, even if there is even the slightest possibility of any of this evidence being true. It is worth considering that there is much more foundational literature and historically precise evidence available about unidentified aerial phenomenon than there is about the current Sponsorship Scandal, the Prime Minister's shipping conflict of interest or over spending by the Office of the Governor General combined. Is it not time to raise this issue and expose it to the high level of public scrutiny that these other issues appear to warrant? 6. If you are not willing to pursue these issues as outlined above I would respectfully request an explanation from you as to why you feel a full and exhaustive investigation is not needed into this most vital matter as well as direction from you about how I can obtain satisfactory written responses to my concerns from other government agencies? There are many ancillary questions relating to this issue. However, at this time, I would respectfully request a response from you directly, in writing, concerning my enquiries above. I understand that riding assistants, secretaries or aids may receive this enquiry and as a matter of policy may request my address to ensure I reside in the Member's riding. I provide this information below in confidence with you and request that the member him/herself respond to me personally about my concerns. Given the above information many Canadians and I would enthusiastically support (radio or television program's name) to conduct an ongoing in-depth series of investigations into this matter. Of even broader concern is the fact that the sheer and complete lack of any form of ongoing public or serious journalistic discourse, dialogue or discussion by media about this vital issue is unfathomable, puzzling if not highly suspicious. The quality and amount of research and data in the literature, research archives and files as well as on the world wide web alone, gives journalists and program producers more than an adequate foundation upon which to begin investigating and posing serious challenges and probative questions to our military, governmental and scientific leaders in Canada. A curious contradiction exists between the government position that 'there is no relevance to unidentified flying objects' and the very high degree of secrecy maintained by governments. Why maintain such impenetrable secrecy surrounding something that does not exist? Canadian journalism is in a unique position. It alone among Western Democracies can investigate, publicly scrutinize and raise levels of awareness about this issue like no other country without fear of government intervention or bowdlerization as may exist in the USA, Great Britain and other European countries.
